8:00 AM to 5:00 PM -- Monday thru Friday

Under limited supervision, manage all aspects of the On-site Wastewater Treatment Program, including the professional certification of septic installers, inspectors, and pumpers as well as professional certification of wastewater treatment facility operators.  Manage all aspects of the environmental health sanitarian program, including the pool inspection program, well and septic home loan inspection program, recreation camps, childcare centers, kitchens and mobile home park program.  Attend local, state, and national meetings regarding onsite and sanitarian programs.  Coordinate and facilitate the Private On-site Wastewater treatment System Advisory Committee.  Supervise Section staff and coordinate with internal and external agency programs for essential input to program decisions.  Manage program budgets.

Hourly $29.475 – $42.107

*Hiring classification dependent upon selected applicant's qualifications and experience

 

  • Supervise section staff. Duties include giving performance evaluations and dealing with personnel issues, assigning duties, approving leave, hiring new staff, etc. 
  • Manage Onsite, Operator Certification and Sanitarian programs. 
  • Follow current news as it relates to program areas of responsibility.  
  • Represent agency and present information at public meetings, inter-agency meetings, national workgroups, or other venues as needed. 
  • Manage budgets, approve payment of bills, assign work load and projects based on budget availability. 
  • Edit, prepare, track, approve various outreach materials, revisions to Title 124 and Title 178, annual reports, SOPs, and various requests. 
  • Assist in state and federal audits and program reviews.  
  • Review reports, correspondence, and work plans developed by staff prior to publication or submittal.

Master’s degree in Life Science, Physical Science, Natural Sciences, Environmental Science, Chemistry, Geology, Biology, Agronomy, Civil Engineering, Environmental Engineering plus 2 years of work experience or coursework in the related field.

OR

Bachelor of Science degree in Life Science, Physical Science, Natural Sciences, Environmental Science, Chemistry, Geology, Biology, Agronomy, Civil Engineering, Environmental Engineering or a related field plus 4 years of work experience or coursework in the related field, preferred,

OTHER:  Valid driver’s license or the ability to provide independent transportation; ability to travel overnight; ability to lift 30 pounds; ability to climb 10 foot ladder; ability to climb, ability to bend and stoop; ability to work in outdoor temperature extremes; ability to walk on uneven terrains; ability to maintain regular and reliable attendance; and ability to obtain Licensed Pump Installation Contractor within one year of employment.

PREFERRED:  Supervisory experience of professional staff including experience ensuring that environmental experience and knowledge of staff is applied consistent with standard environmental industry practice.  Assigns and prioritizes multiple staff projects to ensure workload deadlines are met.  Experience as a program coordinator, a team leader or technical expert on large, complex projects, or as mentor to other technical staff may substitute for supervisory experience.

Knowledge of: Knowledge of Federal and State laws regarding contaminant investigations and remedial actions.  Knowledge of chemistry, risk assessments and statistics.  Knowledge of financing projects, environmental laws, guidelines, rules and regulations; department programs related to environmental issues; federal grants procedures for writing and preparing grants.

Ability to: Ability to recognize significant technical and regulatory issues and provide general direction to staff to resolve issues and that the issues are clearly articulated in oral and written communications.  Communicate on all levels of knowledge relating to environmental and financial issues; organize and coordinate the staff workload to maximize effective utilization of personnel and resources; react to emergency situations rapidly and properly to protect human health and welfare and to minimize adverse environmental effects; interpret environmental laws and programs in dealing with citizen concerns and educating the public..

Skill in: Administering program funding and budget activities, managing personnel and general management; conducting business and negotiating with persons of a different viewpoint to mediate an acceptable solution for all those concerned. Proficient use of computer software including Outlook, MS Word, MS Excel, MS Access, and ArcView, preferred.
