Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Omaha Public Power District (FID 116017) a power peaking facility (Standard Industrial Classification code 4911) located at 14601 S 168th St., Gretna, Sarpy County, Nebraska for the construction of two (2) CT units, one (1) emergency generator, one (1) fire pump, two (2) dewpoint heaters, and three (3) natural gas heaters. The anticipated in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 26.32 tpy of Particulate Matter (PM); 33.63 tpy of PM ≤ 10 microns (PM10); 33.22 tpy PM ≤ 2.5 microns (PM2.5); 5.09 tpy Sulfur Dioxide; 243.88 tpy Oxides of Nitrogen; 247.07 tpy Carbon Monoxide; 28.24 tpy Volatile Organic Compounds; and 1.58 tpy total HAPs.

Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, allows for the construction of two (2) CT units, one (1) emergency generator, 1 (one) fire pump with corresponding operating limitations and testing requirements.

The proposed permit and supporting materials are available Wednesday, August 31, 2022 through Friday, September 30, 2022 at the NDEE, 245 Fallbrook Blvd, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
