PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a permit to the City of Scribner to construct the Scribner Diesel Generation Facility (FID 113269), an on-demand power generation station (Standard Industrial Classification code 4911- Electric Services) located at 145 Bridge Street, Dodge County, Scribner, NE. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 0.66 tpy of Particulate Matter (PM); 0.66 tpy of PM ≤ 10 microns (PM10); 0.66 tpy PM ≤ 2.5 microns (PM2.5); 0.03 tpy Sulfur Dioxide; 98.89 tpy Oxides of Nitrogen; 10.74 tpy Carbon Monoxide; 2.08 tpy Volatile Organic Compounds; 1.76E-02 tpy of Benzene; 3.39E-02 tpy total Hazardous Air Pollutants (HAP); and 3,699.96 tpy Greenhouse Gases CO2 equivalents (CO2e).
Dodge County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.
At the request of the City of Scribner to stay under Class I Operating Permit thresholds, the Department proposes to issue a construction permit with specific conditions, based on Title 129 which limits the NOx emissions to 99 tpy by limiting the combined hours of operation of both generators to 2275 hours per year.
The proposed permit and supporting materials are available Wednesday, March 4, 2020 through Friday, April 3, 2020 at the NDEE, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
