Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to High Plains Carbon Capture, LLC (Columbus Carbon Capture Facility) (FID 120517) for the purification and compression of carbon dioxide (CO2) gas for pipeline transfer (Standard Industrial Classification code 4619) located at approximately 1.0 miles east of the intersection of 8th Street E and E 14th St, Columbus, Platte County, Nebraska The anticipated emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 0.05 tpy of Particulate Matter (PM); 0.05 tpy of PM ≤ 10 microns (PM10); 0.05 tpy PM ≤ 2.5 microns (PM2.5); 0.65 tpy Sulfur Dioxide; 1.83 tpy Oxides of Nitrogen; 5.61 tpy Carbon Monoxide; 15.55 tpy Volatile Organic Compounds; 0.31 tpy of acetaldehyde; 0.34 tpy total Hazardous Air Pollutants (HAP); and 2,932 tpy Greenhouse Gases CO2 equivalents (CO2e).

Platte County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which permits the construction of a carbon capture facility that will receive low pressure, high moisture CO2, pressurize and dehydrate the CO2 gas for pipeline transportation. This permit requires the use of a vapor combustor as a control device for VOC and HAP emissions, requires conducting associated initial performance testing, prescribes proper maintenance and operation of the equipment, and specifies recordkeeping and reporting requirements.

The proposed permit and supporting materials are available Wednesday, August 28th, 2024, through Monday, September 30th, 2024, at the NDEE, 245 Fallbrook Blvd, STE 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
