Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Cargill, Incorporated (FID 57902) for a corn wet milling facility (Standard Industrial Classification code 2046 and 2869) located at 650 Industrial Park Drive, Blair, Washington, Nebraska. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed revision at this facility will be: 1.71 tpy of Hydrochloric Acid; and 1.71 tpy total Hazardous Air Pollutants.

Washington County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Predicted consumption of the Prevention of Significant Deterioration (PSD) Class II increment has not changed from previous PSD construction permits. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which consolidates all construction permits issued from August 2002 to October 2018, revises reporting and tuning requirements for the boilers to be consistent with NSPS and NESHAP requirements, revises denatured ethanol tanks to allow undenatured ethanol to be stored, removes requirement for breathing loss from HCl tanks to be controlled by a scrubber, revises VOC limitation for Ethanol Plant #2 fermentation and distillation stacks, and removes any conditions that are no longer applicable.

The proposed permit and supporting materials are available Tuesday, March 10, 2020 through Thursday, April 9, 2020 at the Blair Public Library, at the NDEE, Suite 400, 1200 "N" Street, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
