NOTICE OF PERMIT ISSUANCE
The Nebraska Department of Environment and Energy (NDEE) proposes to issue a new National Pollutant Discharge Elimination (NPDES) permit to Monolith Nebraska, LLC, 134 South 13th Street, Suite 700, Lincoln, NE for Monolith Olive Creek 2 (OC2), 27077 SW 42nd Street, Hallam, NE (NPDES# NE0139769; SIC 2819 and 2873). This facility produces carbon black and hydrogen gas through a reactor process. The facility has an attached anhydrous ammonia production plant. Non-process wastewater discharges through Outfall 001 to an undesignated tributary to Spring Branch, Segment LP2-40200 in the Lower Platte River Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
