NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, the National Pollutant Discharge Elimination System (NPDES) permit for Omaha Public Power District (OPPD) Nebraska City Station, 7264 County Road L, Nebraska City, NE (NPDES# NE0111635; SIC 4911). The coal-fired steam electric power generating facility has a net generating capacity of approximately 1300 megawatts of power from steam turbine generators that are driven by steam produced by the combustion of fossil fuel in conventional boilers. Once through cooling water from the Missouri River used to provide cooling for the steam condensers is discharged through Outfall 001 to the Missouri River, segment NE1-10000 in the Nemaha River Basin. Outfall L01 consists of discharges from the solids contact basin to the Missouri River. Outfall 003 consists of the discharge of the process water ponds to the Missouri River. Outfall S01 consists of the discharge of the plant run-off pond to the Missouri River. Sanitary wastewater is treated in lagoon treatment system prior to discharge to the Missouri River through Outfall 007. Coal pile run-off water is discharged to the process water ponds through Outfall C01. Cooling town blowdown from Unit NC2 is charged to the Missouri River through Outfall 009. In addition to requirements for monitoring conditions, this permit implements a compliance schedule for the implementation and installation of impingement mortality controls. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays.
