NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, the National Pollutant Discharge Elimination System/Nebraska Pretreatment Program (NPDES/NPP) permit for the City of Hastings, North Denver Power Station, 1228 North Denver Avenue, Hastings, NE (NPDES/NPP# NE0000141; SIC 4911). The fuel oil (natural gas) fired electrical power plant discharges noncontact cooling water from Unit #4 through Outfall 004 to Lake Hastings, Segment BB3-L0050 in the Big Blue River Basin. Cooling water from Unit #5 discharges through Outfall 005 to Heartwell Lake, Segment BB3-L0070 in the Big Blue River Basin. Cooling tower blowdown from Unit #5 discharges through internal Outfall 006 to the West Fork Blue River, Segment BB3-30000 in the Big Blue River Basin, via the City of Hastings publicly owned treatment works. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
