PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Omaha Public Power District (FID 116018) for an electric generation facility (Standard Industrial Classification code 4911) located at 120th St. and Military Ave., Omaha, Douglas County, Nebraska for the construction of nine (9) RICE engines, one (1) emergency generator, one (1) diesel fire pump, and fifteen (15) natural gas heaters. The anticipated emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 63.20 tpy of Particulate Matter (PM); 63.48 tpy of PM ≤ 10 microns (PM10); 63.48 tpy PM ≤ 2.5 microns (PM2.5); 54.62 tpy Sulfur Dioxide; 245.02 tpy Oxides of Nitrogen; 146.00 tpy Carbon Monoxide; 118.07 tpy Volatile Organic Compounds; 9.84 tpy of Formaldehyde; and 23.91 tpy total HAPs. This public notice is to extend the original comment period ending September 9, 2022 to end on September 23, 2022.

Douglas County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, allows for the construction of nine (9) RICE Engines one (1) emergency generator, and 1 (one) fire pump.

The proposed permit and supporting materials are available Wednesday, August 10, 2022 through Friday, September 23, 2022 at the NDEE, 245 Fallbrook Blvd, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
