NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, the National Pollutant Discharge Elimination System (NPDES) permit for the Nebraska Public Power District, 1414 15th Street, Columbus, NE d/b/a Sheldon Station, 4500 West Pella Road, Hallam, NE (NPDES# NE0111490; SIC 4911). The coal fired, steam electric generating station discharges wastewater from cooling tower blowdown, bottom ash overflow, water treatment regeneration, boiler blowdown, other low volume wastes, coal pile runoff, and sanitary wastes. Final effluent from the plant’s wastewater collection and treatment systems discharges through Outfall 004 to the Big Blue River, Segment BB1-20000 in the Big Blue River Basin. The ash disposal landfill’s underdrain system for groundwater removal discharges through Outfall 003 to an undesignated tributary of Olive Branch, Segment LP2-40300 in the Lower Platte River Basin. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
