NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, a National Pollutant Discharge Elimination System (NPDES)/Nebraska Pretreatment Program (NPP) permit to Archer Daniel Midland (ADM) Corn Processing, 3000 East 8th Street, Columbus, NE (NPDES/NPP# NE0130141; SIC 2046). This facility manufactures products by dry corn milling, wet corn milling, and ethanol production. Non-process wastewater from Outfall 001 and Outfall 005 which combine with process wastewater from Outfall 002 discharge through Outfall 003 to the Loup River Canal, Segment LP1-21800 in the Lower Platte River Basin. The pretreatment Outfall 004 discharges to the Loup River, Segment LO1-10000 in the Loup River Basin via the City of Columbus Wastewater Treatment Facility. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review at NDEE’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
