Applicability: |
eCFR Subpart Ja [ecfr.gov]
This subpart applies to:
- Petroleum refineries with the following affected facilities:
- Fluid catalytic cracking units (FCCU)
- Fluid coking unuts (FCU)
- Delayed coking units
- Fuel gas combustion devices (including process heaters)
- Flares
- Sulfur recovery plants
- The sulfur recovery plant need not be physically located within the boundaries of a petroleum refinery to be an affected facility, provided it processes gases produced within a petroleum refinery.
- That commenced construction, modification, or reconstruction:
- Flares: after June 24, 2008
- Delayed coking units
- The earliest of three possible dates beginning on May 14, 2007, as defined in 60.100a (b).
- All other affected facilities: after May 14, 2007
Affected facilities that commenced all construction, modification, and reconstruction prior to the above dates may be subject to NSPS Subpart J. |

EPA proposed amendments to this subpart on May 15, 2014. The proposed amendments would eliminate exemptions for Startup, Shutdown, and Malfunction (SSM) events; add additional emission control requirements for storage tanks, flares, and coking units; require fenceline ambient air monitoring; and add efficiency requirements for flaring of waste gases. |
