Under general supervision, monitor subrecipients’ use of federal awards and review the audits of subrecipients as necessary to determine whether prompt and appropriate corrective action has been taken with respect to audit findings. Consistent with the Single Audit Act, section 200.332 of the Uniform Guidance, requires passthrough entities such as the NDEE, to monitor the activities of subrecipients as necessary to ensure that they use subawards for authorized purposes; comply with federal statutes, regulations, and the terms and conditions of the subaward and/or loans; and achieve performance goals. The Uniform Guidance requires that passthrough entities monitor subrecipients by reviewing financial and performance reports, including single audit reports; follow up on all deficiencies that pertain to federal awards; and issue written management decision letters on the adequacy of the proposed corrective actions to address the audit findings.  The primary role of this position will work with project managers and Federal Aid Administrator III staff to identify potential deficiencies for presentation to Section Supervisors for an assessment of possible findings.  Upon a formal determination, staff will prepare draft decision letters for requests or confirmation of proposed corrective actions.  This staff may also under general supervision, coordinate the allocations of funds available to local units of government, ensuring efficiency, accuracy, and compliance with laws and regulations in the use of those funds, record maintenance of grants, program, applications, loan documents, and other program information for Planning & Aid Division awards not subject to sub-recipient monitoring requirements per the Uniform Guidance, including direct assistance programs. This includes reviewing requisitions, billings, letters of intent or understanding, and contracts pertaining to financial aid for formal procedure and proper documentation; includes amending improper or inaccurate documents.  Includes monitoring progress of all required applications and agreements to ensure deadlines are met and processing reimbursements for financial aid programs.  This position will also perform at least 10% quality assessments on any Planning & Aid Division award not subject to formal sub-recipient monitoring. General assistance throughout the Planning & Aid Division, may be requested to assist Supervisor staff as needed.

Federal programs include, but are not limited to the American Rescue Plan Act, Clean Water and Drinking Water State Revolving Loan Funds (SRFs), as well as the Small, Underserved and Disadvantaged Communities Grant, Emerging Contaminants in Small or Disadvantaged Communities, Voluntary School and Child Care Lead Testing and Reduction Grant, Sewer Overflow and Stormwater Reuse Municipal Grants Programs, 319 Grant Program, Low Income Weatherization Assistance Program, Energy Efficiency Revolving Loan Fund Capitalization Grant Program, Preventing Outages and Enhancing the Resilience of the Electric Grid/Hazard Hardening Grant Program, Energy Efficiency and Conservation Block Grant Program, and State-Based Home Energy Efficiency Contractor Training Grant Program. The position will need to learn the NDEE’s records and financial systems, Loan and Grant Tracking System software and other platforms necessary in order to access information to perform the noted position duties.

 

Bachelor’s degree in business administration, accounting, or other appropriate curriculum, plus two years of significantly related work experience, or a combination of education and experience equivalent to the above requirements. Experience can be substituted for education on a year for year basis.

Preferred: Experience with Federal Grants providing financial assistance for projects related to environment or energy government sectors; Experience working with the public; Experience with marketing of programs.

Knowledge of: the principles of accounting, finances; economics and analytical methods; word processing, spreadsheet and database, (particularly in Excel and Access) management computer software.

Skills: communicating with individuals and groups with varying backgrounds to collect and relay information; listening to, understanding and the patience to educate others; prioritizing workloads; using analytical judgment to make decisions.

Ability to: learn and apply local, State and federal laws, most notably the Uniform Guidance, regulations and standards; learn, apply and uphold agency policies and procedures; establish and maintain effective working relationships with public and private officials and with the general public; read and interpret laws and regulations, accounting principles, and loan and grant documents, organize analyze and interpret data to draw conclusions and write correspondence; write and prepare reports; use computers and other tools for data storage.
