Under general supervision, reviews, revises and maintains NDEE’s NSPS and NESHAP Notebooks, content to be consistent with latest revisions or promulgated new federal rules and place on website.  Help maintain and make revisions as necessary to Nebraska Administrative Code Title 129.  Work with Legal Team to maintain and revise State Implementation Plan (SIP) as well as assist in creating new state plans required by new federal rules.  Perform reviews of draft air quality permits for sources discharging pollutants into the air to ensure compliance under the Clean Air Act (CAA) and Nebraska Administrative Code Title 129. This position as needed will also create and revise guidance documents and give presentations and webinars to the regulated community and public for the Air Program.

  • Work with IT to reformat NSPS and NESHAP notebooks to be compatible with new website.
  • Review federal rules and provide any comments to internal and external shareholders as assigned.
  • Provide training assistance to NDEE teammates on new rules as assigned.
  •  Update NSPS and NESHAPS notebooks on a yearly basis.
  • Help maintain and make revisions as necessary to Nebraska Administrative Code Title 129.
  • Work with Legal Team to maintain SIP and create state plans for new federal rules as needed.
  • Review draft air quality permit documents ensure compliance with CAA and Title 129.
  • Assist with Air Program hotline, providing answers to permitting questions.
  • Meets with federal, state and local government representatives, the regulated community and the general public to advise them on the technical requirements and policies of the Air Program.
  • Prepare and give presentations and webinars to provide outreach to the regulated community and public. Schedule public hearings as necessary and provide testimony in areas of responsibility.  
  • Develop and revise guidance documents and forms for staff and the public as needed.
  • Assist in regulatory planning and development of the air permit program.
  • Assist in air ambient air monitoring tasks including reporting requirements to internal and external shareholders, conducting audits on monitors, help with maintenance as necessary.
     

Bachelor’s Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field. Experience may substitute for education or a year-for-year basis.

Other: A resume with detailed work experience as it pertains to this position.  Valid driver’s license or the ability to provide independent transportation.  Ability to lift 35 pounds.  Ability to climb, bend and stoop. Ability to sit at a computer for long periods of time.  Ability to maintain regular and reliable attendance.

Preference:  Thorough knowledge of principles and practices of air quality management, and state and federal air pollution control rules and regulations; Excellent skills in written and oral communication, and in making decisions based on analytical judgment; Experience writing technical reports.

Knowledge of:  Principles and practices of air quality management, and local, state, and federal air pollution control rules and regulations.

Skills in:  Excellent written and oral communication; analytical and judgment skills; computer skills (Microsoft Word and Excel).

Ability to:  Read, write, and understand technical reports; interpret complex environmental regulations and prepare concise and enforceable air quality operating permits; Relate to people having various technical and non-technical backgrounds.
