8:00 AM to 5:00 PM -- Monday thru Friday

Under general supervision, evaluates solid and hazardous waste pollution control systems, reviews permit applications and drafts solid and hazardous waste permits for facilities discharging pollutants into the different media to ensure compliance under the Clean Air Act, Clean Water Act, and/or Resource Conservation and Recovery Act.

  • Under limited supervision, review permit applications for new and revised permits, construction quality assurance reports, and operational plans for solid and hazardous waste facilities,
  • Assist with the evaluation of waste tire hauler annual reports and permit renewals.
  • Determine compliance with applicable regulations, prepare solid and hazardous waste permit documents with appropriate requirements and conditions to assure compliance with the Nebraska Solid and Hazardous Waste Regulations.
  • Work with applicants to obtain appropriate quality and quantity of information needed to prepare permit recommendations.
  • Coordinate with other sections within the Agency on the review of groundwater monitoring plans and air pollution control devices at solid waste disposal facilities and hazardous waste cleanup sites.
  • Conduct permit renewal evaluations in conjunction with the Waste Compliance Section. 
  • Assist with and provide input on compliance issues as necessary.
  • Confer with and advise the regulated community on technical requirements for solid waste disposal facilities and hazardous waste cleanup sites.
  • Give presentations and provide testimony at public hearings in areas of responsibility.           
  • Assist in the development of guidance documents and SOPs for the disposal of solid and hazardous waste. 
  • Assist in regulatory planning and development of the permits program.

Bachelor’s degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.

Submit a resume or include on your application your specific experience as it applies to this position.  A valid driver’s license or the ability to provide independent transportation; ability to occasionally travel overnight; ability to lift 30 pounds; Ability to climb a 10 ft ladder; ability to climb, bend, and stoop; ability to work in outdoor temperature extremes; ability to walk on muddy, icy, uneven terrain; ability to participate in the agency’s medical monitoring program; ability to maintain regular and reliable attendance.

Knowledge of: Principles and practices of air/water/waste/wastewater quality management, and state, local and federal pollution control rules and regulations.

Skills: Excellent written and oral communication, analytical and judgment skills, computer skills.

Ability to: Read and write technical reports; interpret complex environmental regulations and prepare concise and enforceable air quality permits; Relate well to people having various technical and non-technical backgrounds.
