The Clean Air Act Amendments of 1990 require each State to prepare a plan for helping small businesses comply with provisions of the Act through the creation of compliance assistance programs. In 1992, Nebraska adopted legislation calling for the creation of the Small Business Compliance Advisory Panel and outlining its responsibilities.

Four members of the Panel are selected by the Legislature and are owners or representatives of small business stationary sources of air emissions.
