Site Summary:

NDEQ first became aware of this site in 1993 when five UST's were removed from the site. Two of the tanks had holes noted in them. Cleanup at this site should be primarily gasoline. A used motor oil tank did show signs of soil contamination near it, and some TRPH does appear in the lab analysis. However the site fails for dissolved Benzene concentrations. Two other issues at this site will be existing amounts of free product and Chlorinated Solvents. While Chlorinated Solvents do exist at this site, no cleanup levels will be set for them, however, they will have to be addressed if discharge water is produced as part of the remediation system.

Site Specifications:

1. As this site is an operating business, it is not a candidate for overexcavation.

2. The owner would like a call from the potential PFP Contractor prior to a site visit.

3. Concrete removed can be replaced at this site instead of total concrete replacement.

4. The business at this site is currently a Rapid Lube. As the owner relies totally on drive-in business, the Department has an made agreement with the owner that if his service bay(s) or entrances are blocked at all, or at any time during his normal business day, even for a half hour, the PFP Contractor will pay him $505.00 for that day. This way if the contractor needs to do some trenching across his service bays for one day or block his drive, the contractor can just pay him for the day and have the entire day to work, or the contractor can "buy" two or three days if needed.

5. The gasoline delivery system (tanks, lines and pumps) are still present but are not currently in use.

6. Surface space is limited at the site. This is just one of the reasons for specification #4 and makes a site visit very important for this potential cleanup prior to bidding.

7. The owner is aware that remediation equipment may be located on the property; however, location should be discussed with the property owner.

8. The owner of the lumber supply company across the street is aware that remediation equipment may also be located on his property. The contact person is Bob Fallesen of S.A. Foster Lumber Yard at 402-564-6515. It will be up to the PFP Contractor to work out any arrangements that are needed with him.

9. Ron Ash who works in the NPDES program stated that discharge of Chlorinated Solvents will have to be permitted and monitored along with the petroleum constituents. He also stated that an air stripper that was sized correctly for removing the petroleum from a given volume of water, should also remove the solvents. Our RCRA program is also aware of the solvents which are originating from an upgradient site.
