PUBLIC NOTICE

Notice is given to the public, according to Chapter 14 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to City of Fremont/Department of Utilities (Facility ID 48534, Standard Industrial Classification Code 4952) located at 6325 Morningside Road, Fremont, Dodge County, Nebraska for the construction of a new covered anerobic lagoon, new emergency engine, and an increase in the associated biogas generation limit. The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed modification at this facility will be: 0.30 tpy of Particulate Matter (PM); 0.29 tpy of PM ≤ 10 microns (PM10) and PM ≤ 2.5 microns (PM2.5); 10.86 tpy of Sulfur Dioxide (SO2); 3.21 tpy of Oxides of Nitrogen (NOx); 4.06 tpy of Carbon Monoxide (CO); and 0.28 tpy of Volatile Organic Compounds (VOCs).


Dodge County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.


The proposed permit and supporting materials are available Thursday, May 26, 2022 through Monday, June 27, 2022 at the NDEE, 245 Fallbrook Blvd, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
