NOTICE OF PERMIT ISSUANCE

The Nebraska Department of Environment and Energy (NDEE) proposes to reissue, with change, the National Pollutant Discharge Elimination System (NPDES) permit for the Nebraska Public Power District, 1414 15th Street, Columbus, NE d/b/a Cooper Nuclear Station, 72676 648 A Avenue, Brownville, NE (NPDES# NE0001244; SIC 4911), a nuclear fuel steam electric generating station. Process wastewater discharges through Outfalls 001, 002B, 002C, and 004 to the Missouri River, Segment NE1-10000 in the Nemaha River Basin. Outfall 001 is composed of categorical single-pass cooling water. Outfalls 002B, 002C, and 004 consist of low volume waste sources which include floor drains, cooling water from turbine fans, boiler blowdown, and discharges from the sludge pond. Outfalls 008 and 009 are internal waste streams that are sent to the discharge canal. They consist of various low volume categorical wastes that may include boiler blowdown, RO reject water, equipment condensate and floor drains. Sanitary wastes from the facility discharge to a two-cell lagoon treatment system and then land applied on-site. The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet, and other public information are available for review and copying at NDEE’s Lincoln Office, 245 Fallbrook Boulevard, Lincoln, Nebraska 68521 between 8:00 a.m. and 5:00 p.m. (CT), weekdays, excluding holidays. A determination to hold a hearing will be based upon factual environmental or regulatory consideration.
