Guidance for Financial Assurance for Waste Tire Haulers
The purpose of this guidance document is to provide information on how to determine the amount of financial assurance required for a permitted waste tire hauler. The financial assurance requirements are divided into two categories of waste tire haulers.

The two categories are:
  1. Waste tire haulers who do not collect, recycle, or process waste tires; and,
  2. Waste tire haulers who also collect, recycle, or process waste tires.




For Waste Tire Haulers That Do Not Collect, Recycle, or Process Waste Tires
  • The minimum amount required is five thousand dollars ($5,000.00) for waste tire haulers that pickup, haul, or transport 100,000 passenger tire equivalents* or less of waste tires per year.
  • The maximum amount required is ten thousand dollars ($10,000.00) for waste tire haulers that pickup, haul, or transport more than 100,000 passenger tire equivalents* of waste tires per year.




For Waste Tire Haulers That Do Collect, Recycle, or Process Waste Tires

The amount of financial assurance is determined by first estimating the maximum amount of passenger tire equivalents* of waste tire material,** (except crumb rubber), accumulated on the site at any one time for the purpose of collection, recycling, or processing. The financial assurance required is equal to one dollar and twenty-five cents ($1.25) per passenger tire equivalent* of this estimated amount.



*Passenger Tire Equivalents (PTE’s) shall mean 20 pounds by weight of waste tire or processed waste tire.

**Waste Tire Material shall mean any form of waste tires.
