Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue a construction permit to Nebraska Machine Company, (FID 78293) for a new diesel Emergency Generator Engine (Standard Industrial Classification Code 5084, Industrial Machinery and Equipment) located at 11002 Sapp Brothers Drive, Omaha, Sarpy County, Nebraska, 68138.

The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction to this facility including fugitives will be: -0.07 tpy of Particulate Matter (PM), -0.09 tpy of PM ≤ 10 microns (PM10) and -0.15 tpy PM ≤ 2.5 microns (PM2.5); 0.70 tpy of Carbon Monoxide; 2.21 tpy of Oxides of Nitrogen; -0.06 tpy of Volatile Organic Compounds; 0.57 tpy of Oxides of Sulfur; and 3.42E-04 tpy of Total Hazardous Air Pollutants.

Sarpy County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. No impact is anticipated on habitat for any rare or threatened species.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which includes the construction of a diesel-fired Compression Ignition (CI) Emergency Generator Engine rated at 900 brake horsepower (bhp) and limited to 500 hours of operation.

The proposed permit and supporting materials are available Friday, June 14th, 2024 through Monday, July 15th, 2024 at the NDEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska, and electronically at http://dee.ne.gov. Comments received by the Department during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
