Lead and Copper Rule Revisions (LCRR) - Lead Line Inventory

Revisions to the Environmental Protection Agency’s Lead and Copper Rule will require public drinking water systems to submit a Lead Service Line Inventory (LSLI). All Community and Non-Transient Non-Community systems must develop an inventory of all service lines and classify each line as one of the four:

§ Lead
§ Non-Lead
§ Galvanized Requiring Replacement
§ Unknown

This includes both residential and commercial service lines, regardless of ownership and use. Those developing the inventory must include the methods of determination to support the classification of each line, such as system records, installation after the 1988 Nebraska lead ban, visual Inspection, etc. The inventory should start with plumbing or historical records, building records, county assessor, age of the homes, etc. The inventory should also indicate if there are any lead connectors present on each service line.

Lead Service Line Inventories are due Oct. 16, 2024. Systems must complete the inventory template (available for download at the top of this page) based on the system type and the current information available. Inventories should be created and submitted electronically in a spreadsheet. Additionally, the flyer available for download above can be used to gather additional information from homeowners. The flyer instructs customers on methods to visually identify the portion of the service line coming into the home, and how to report that material back to the system. Systems that have identified service line material as Lead, Galvanized Requiring Replacement or Unknown must notify affected consumers. Notifications must be delivered to consumers by November 15, 2024, and certification of public notice delivery submitted to the Department by July 1, 2025. The Department has provided templates for systems to use that contain the required public notice information and allow for system specific information to be added. Any system that has 5% or greater non-English speaking population, must provide a statement in their notifications in each of those languages on where consumers can review a translated copy. Systems that serve a population of 50,000 or above must make their inventory available online. EPA’s Fact Sheet outlining service line notification requirements is available above.
