October, 2023 -- The Nebraska Department of Environment and Energy (NDEE) sent out the Combined Clean Water (Wastewater) and Drinking Water Needs Survey to Nebraska communities, Public Water Systems, Natural Resources Districts, consultants and engineers.
The Needs Survey is electronically sent out annually biennially (every other year) to every Nebraska community in order to understand the state’s wastewater infrastructure or , nonpoint source control (such as watershed improvement projects), or drinking water infrastructure needs. The state evaluates these Needs Surveys to establish communities’ priority points for the Intended Use Plan of the Clean Water State Revolving Loan Fund and the Drinking Water State Revolving Loan Fund. The Needs Survey filled out in 2021 2023 will be used in the 2023 2025 Intended Use Plan. For more information go to:

Filling out this survey in no way commits a community to undertaking a wastewater or drinking water project or signing a Clean Water State Revolving Fund loan. For more information, refer to the NDEE “Needs Survey Cover Memo” above.
NDEE developed the Assessing Wastewater Infrastructure Needs (AWIN) program to assist struggling communities in Nebraska to better afford, maintain and operate wastewater infrastructure projects. Communities are asked to have the Needs Survey postmarked by January 15 in order to be considered for the Clean Water State Revolving Loan Fundss and related grants.
All "Needs Surveys" postmarked after the due date will be ranked with zero priority points for use in the upcoming Intended Use Plan.
