Site Summary:


This site will be NDEQ's first soil vapor remediation contract. This also is the site about which the PFP contractors were recently sent the draft Soil Vapor Remediation attachment for the Pro Forma Contract. Trade Winds Marina is a site that has a predictable rise and fall in groundwater levels due to the Loup Basin Reclamation District filling the lake in the spring and allowing the water levels to fall during the irrigation season. The lake is then left in a lowered state during the winter only to be re-filled again in April and May. The soil vapor level at this site exceeds RBCA required cleanup levels for benzene; benzene was the only COC that exceeded SSTLs. The Trade Winds Marina building and facilities are owned by Mr. Ummel; however, the ground that the building sits on is owned by the Loup Basin Reclamation District. The Department has already discussed the cleanup with the Loup Basin Reclamation District and prospective contractors do not need to contact them.

Site Specifications:


1. All interim sampling locations at this site must be within five feet of the pin placement for each area.

2. Final sampling at this site will be within ten feet of the pin placement for each area.
3. This site is not eligible for overexcavation.
4. Final sampling for this site can only occur in the month of March of any given year. This is due to the lower groundwater/lake levels that occur during this particular month.
This is important to keep in mind for system shutdown before final sampling.
5. Interim sampling can be performed at any time of the year, and sampling depth will be determined by Attachment 1. Except for Area 7, sampling in the unsaturated zone is required at 12 feet below surface level.

6. Due to the high-use recreational nature of this site, NDEQ is specifying that a type of SVE or SVE/AS cleanup system must be used.
