Site Summary:
In April of 1991, four Underground Storage Tanks were removed at this site. Contaminated soils were noted in the base of the excavation. The site was added to the orphan tank list January of 1991. Also in January of 1994 the site was activated under the ERCS Contract, and a site investigation was initiated. The Step 1 and Step 2 investigations were finished in early 1995, and a Remedial Alternatives report was considered for the site. The site was monitored for the next several years due to financial limitations for the program, and in 2001 the site was re-examined through the Tier 2 process. After failing the Tier 2 process, the site was determined to be a good candidate for Pay For Performance, and the necessary information was collected for the site to go out for bid.

Site Specifications:
1. The property owner wishes to keep the building.
2. The property owner would like to be contacted before the PFP Contractor visits the site. Please contact Dan or Sherry Cozad to provide advance notice of the date and time you wish to see the property.
3. It will be the responsibility of the PFP Contractor to acquire off-site access for remedial activities. This has not been a problem in the past. The property owner to the North is the Ostermen's. They can be reached at 402-967-3470 and we have spoken to her about the future of this site.
4. During the AS/SVE pilot test, the State Contractor had to shut down the procedure due to vapor entry into the former service station. As this building is evidently prone to receiving vapors, the Department is placing increased importance on the technology portion of the three criteria that are used to select the PFP Contractor. As the Department is very concerned about the building, a short discussion concerning protection of this building should be included. The discussion would center around protection of the building based on the cleanup technology you have selected for this site. By including this requirement the Department is ensuring the PFP Contractor has visited the site and has a plan ready to address the situation.
5. After selection of the winning bidder the Owner, PFP Contractor and the Department will meet together to discuss site details as this is a hands-on owner and he wants to be involved during this process. As always, the PFP Contractor can facilitate these talks by running your ideas by the Cozads during your site visit.
6. There has been free product noted in monitor wells #2 and #4 occasionally.
7. Overexcavation is an option at this site. The front area is paved with concrete. Any concrete removed will need to be replaced. |
